03 450 fuel pump voltages query

Recently bought bike, hard starting, overhauled starter, new brushes, new battery, check decompressor, reset ex clearance, too big on decomp side. Now spins over quicker and fired up briefly the other day.
Put it all together and put water in etc now when switching ign on fuel pump sounds like not running properly / slower, after numerous attempts not running at all now although relay coming in. Fitted temp wiring from battery direct to pump and runs ok.
Checked volts at pump plug at tank and getting 12v when turned on but when switching off still get reading of 7v until off for a while then it drops to 0v.
In process of checking wiring, again, not pretty but can't work out why pump not running when 12v shows at plug, although this with no load as plug not connected to pump. Also where is the 7v coming from when turned off?
Any ideas anyone, getting fed up with it now, several weeks and not ridden bike yet apart from test ride when I bough it which incidentally was ok although lazy starting which I put down to battery at the time.
Any info appreciated, cheers Simon (UK)

Eventually got to the bottom of this one, poor / intermittent contact between fuel pump relay spades and socket it plugs into. Bent socket terminals in a bit to get a real tight fit when relay plugged in and ok since.
