327 1990`s front forks question

hi all, as a newbie to gas gas bikes, I have just got hold of a very nice condition 327, upon removing the front forks I noticed one side is very week, and 1 very strong? the side with the damping adjuster screw is the weak side and can be pushed all the way to bottoming, is this normal? and it also does not return all the way up, seems a bit unbalnced to me, but having never owned one thought it might be a case of one side for spring one for rebound?
thanks in advance.
