What does a emissions code TBI-EM on the emissions tag mean? I've attached a photo for you.

I'm trying to transfer my street legal motorcycles Colorado license plates to California plates. We cannot find a normal emissions sticker tag.
I've attached the one that we could find on the bike.
The motorcycle is a Gas Gas brand 450cc Fuel Injection 4-Stroke. Everything is street legal on the motorcycle.

Mine had thing on the vin that mentioned the euro compliance homologation number. I think that includes emissions requirements.
