Must the bottom bearing on the steering stem be pressed on?

No. If you have the old one off, clean up the stem and freeze it. Heat the new bearing and it will drop right on. To get the old one off, pack the hollow stem with crushed dry ice, warm the bearing with a heat gun, and hit the top of the stem on the bench. If its not too bad it may fall right off, worked for me. If the old one is rusted and corroded really bad on the stem, carefully split it with a Dremel tool cutting wheel.

I understand the problem now,there is two different bearing p/n top is 320/2a and the bottom, being a larger I. Dia. is 320/2b. My Moose kit has the same bearings.I hope I,m right?!?!

dremel also heats up the bearing and helps with removal. I used to just lay into them with a bfh and bf screwdriver. Heat makes things come off easier and with less drama

I just did mine yesterday, but they were fine and not rusted. A screwdriver under each side with even pressure and it lifted right off. The parts were quite cold though from being in the garage, so I'm sure that helped.
