Yes indeed. That hole vents into the ignition area. I was always torn as to what to do with it. Leaving it open lets any water that gets under the cover to drain out. Plugging it traps water if your gasket leaks, which is pretty common (not just to Gas Gas). I kind of liked the idea of leaving it open, but I still take the cover off and douche it out with WD 40 now and again.
The paranoia in me keeps me doing this. I had a KTM 125 once that trapped water under it and rusted all the steel parts, the ensuing carnage was a blown crank seal and a lunched bottom end.
