No, if you take the shock off and the swingarm and linkage is still stiff/seized, its not the shock. If it frees up then the shock was the issue, send it to someone who knows their way around suspension and have them look at it. A friend had his ohlins shock seize up because someone 'tuned' it poorly and it had about 10mm of shock movement, he had it fixed by someone who knew what they were doing, and now its fine.
