I would guess you are seeing freight and handling added to the list price then the discount added. so you take 9299 plus freight 300 plus set up 200 and you are at 9799 list minus 1200 total discount to land on 8600. Again I don't know but I see some dealers advertising 1500 off.
I have no idea when the whole freight thing became an add on to list.
