Well the correct first step is to increase the preload.

And check there isn't collapsed bearings by lifting the wheel and feeling for play. About 1cm is OK.

Then there is tall seat foam. Desperate measures would be shorter dogbones. Might be worth checking if someone shorter has put longer ones on. Will have a number cast on them like 122.
