Some guys are registering and tagging their under 300 cc bikes in the state of Vermont. They register them even to out of state owners. Vermont does not issue a title for under 300 cc, so the registration for the tag becomes your proof of ownership. After receiving the Vermont tag & registration, you should then be able to use that paper work to apply for a title & tag in your state.

(FYI: Vermont does do a vin# check, so be aware of that)
