New to you = many unknown variables.

As I start I'd suggest pulling the carb out. Double check the float heights, blow out the passage ways, check the pilot for obstructions (replace with new if any doubt). Set the float, set the AS to 1.5 turns out from seated, set the idle screw so that the slide only has around 1mm visible through the carb body.

The aim is to get the bike to start and idle at these positions (give or take a bit).

While you're at it it wouldn't hurt to pull the reed block and inspect for any chipped/damaged reeds.
