Assuming low altitude, warm climate & a #7 slide.
Nothing wrong with 180m although 178 is reckoned to be the best. Similarly not much wrong with a 40p. The reason the air was so open is probably because the pilot was rich. There seems to be quite an overlap between pilot and needle on these bikes. Much more than Keihin charts suggest. This makes it difficult to get a clean and smooth bottom end. However as you're not coming on the pipe at all and the jetting looks close enough I reckon something else is wrong. When I have had bad jetting it makes the transitions poor but the top end has always been there.

That oil mix does seem far too high. I think you should check compression, reeds and PV. Also strange things like blockages in the pipe or baffle.
