I agree with all of the other comments but is it an actual Keihin carb or a copy? I would get a new needle so you are working with a known quantity.

I had pretty good luck with AS1 screw top 38mm PWK using the 45pj, 178mj and N3EG needle (middle clip).


Another option for the AS1 is the NEDG Suzuki needle that has the thinner tip than the N3EG to richen between 1/2 and full throttle so you would have a different main jet.
