DE (dealer edition) were only available to the US market and the bike setup was done by US dealers. The bike could vary in final form (ignition, number plate vs. headlight, and silencer) depending up how the dealer wanted to market it. Think of the DE similar to the KTM XC line.
In more recent years, the GG bikes primarily came as EC versions with the heavier 2K-3 ignition and abbreviated wiring loom (for basic lights)... not the full blinkers, horn, etc. like euro bikes. The VIN, MSO, and graphics always indicate "EC" but a custom made DE version could easily have been done by the dealer (if the original buyer wanted it) or if he did it himself and wanted to distingish it as such. In any case, there is very little difference as you can see. Just pick up a recent year (2007+) and you will be all set with the latest design.
With that all said, I would still ask the seller of the 2008 DE300 (I think you are inquiring about the one on KTMTalk) how it is really setup. A photo of the left side ignition cover would be easy to tell if it's "DE" or "EC". FYI... that's a good price with all of those extras listed on KTMTalk.
