I am with Jim on this one.
The Pampera does use different bearings on the front wheel.
I believe one is a different width. I'd need to pull the front wheel to check
if the O.D or I.D is different.
The caliper is solid mounted to the fork on one side. The other half slides
in and out to compensate for the brake pad thickness.
On the disk rotor / caliper side there is a thick washer / spacer between
the fork and the bearing.
I can take pictures of how mine is set up if needed.

I will check my parts book, but for now I'm speculating that there might be a mistake on the bearings in the All Balls kit.
Another avenue is to ask a (trials) dealer who stocked the Pampera parts for the information or the correct bearings.
