Given the taper on the needle, I don't think the 180 main is your lean area... unless if you have an air leak somewhere (stator seal, reed gasket, etc).
I would be looking at the off idle area. J diameter, reasonably lean clip position, reasonably small pilot. Throw in some hills and some high engine loads and you can get things pretty warm.
You didn't mention temps, or humidity.. but I would guess low 20's? and pretty moist.
Similar conditions here in Australia.. usually a bit warmer, and a bit more elevation and I have found NEC#2 is too lean. I lose power and it's the only time I have boiled over (cutting through waist high grass up a steep incline). NED#2 works a treat.. NEC#3 would probably be alright too.
