Its a very simple reason. The "cheap" clamp prevents overtightening which would deform the rubber boot on the engine side. The engine side is more important as uncontrolled air -e.g. due to a cracked/deformed boot - would harm the performance and finally the motor.

The air filter side is less critical. And believe it or not, the "cheap" clamp is actually more expensive
