Pull the T piece out Josh, run the line from the right PV cover back to the air intake. Let the left PV drain to the atmosphere.
I doubt it's causing the fowling though. If jetting is right, plug is the right heat range gapped correctly, and you are still fouling I'd be looking at the rh crank seal.
