Any bike shop that does suspension work should be able to help you out. Racetech sells shims in packs of 10, but they are rather expensive. A friendly local repair shop (non dealer) may be your best option as they aren't usually so 'tight' about selling something like shims. A suspension shop may look at it from the perspective that if you do your own valving, they're losing work. Be prepared to pay around $1-$2 per shim.
