Are you sure tap is in correct position? If in doubt move it to the reserve position.

Remove the fuel pipe from the carb, does fuel flow out of this pipe freely?

If no, then the fuel filter could be blocked.

If yes, then is the carb float bowl filling with fuel?

If no, then suspect the float valve or float is stuck in closed position. Remove carb and check it's operation.

While you've got the carb off check the pilot jet and main jet are clear, the pilot jet is very small and can get blocked easily.
