OK, so great news!
I rolled the bike out yesterday and on a hunch, took a screwdriver and tapped the carburetor bowl a few good licks with the plastic handle.
Hopped on and gave it 3 kicks (not opening the throttle as instructed above) and it started! It was a smoke show for about 3 minutes as it warmed up but afterward it ran like the usual scalded dog.
I think I must have left the fuel on at some point and the float needle valve stuck closed.
