Default Circlip where shifter mounts to bike?

Is this circlip supposed to be on this? This is just dangling, it isn't seated. My WR doesn't have one and I can't recall having one on any other bike I've had. The shifter seems to be on pretty snug with just the bolt. What do ya'll think?

The circlip keeps the shifter from sliding off, if the pinch bolt was to get loose.

I just had my shifter fall off because of missing circlip I had just tightened the bolt too. Check those clips !

I regularly tease KTM owners about their lack of that circlip.
