Default struggling with wheel bearing change

Hello
im quite happy with changing bearings but im really struggling with the front.

The problem is I cant seem to get the axle tube to move to allow me access to knock the bearings out. Anyone got any tips that might help. Ive used various tools to try and get it to move across. It moves a very small amount but not enough for my punch to sit properly on the bearing
