Default Leaking Counter Shaft Seal

Noticed an oil leak from the counter shaft seal on my 2011 250. Figured I would change out the o-rings that reside behind the spacer/bushing. Problem is I cannot remove the spacer/bushing to get at the o-rings.. It will not budge.. Any idea's on how to remove it..
