Where does this go?

I recently disassembled my steering stem to grease the bearings. I guess I wasn't paying enough attention. Where does this o-ring go? Can't remember if it goes under the white cap or on the bottom. Thanks.

It goes on the bottom. Just sits on the indent under the bearing if memory serves.

Thanks a bunch. It just didn't seem right but that's about the only spot it would go.
