Default Ohlins Fork ?

This is my first bike with inverted forks, 2002 se 250/300, and the tightening procedure for the front axle has me confused.

I seems I must need a special wrench that fits inside the axle, what size and where do I get it.

Also what is the procedure for tightening the front axle once I get the special tool.
