Default ECF 250 Clutch dissasembly

Hi Guys,

Because my bike was moving forward with the clutch in when in gear and when revving, I dissasembled the whole thing to inspect. There's no visible wear at the clutch boss nor at the plates.
I assume the oil was too long in there, I am a recently new owner.

My question is, there are 2 rings around the inner basket, in attachement number 12 and 13. One of those is conical and I think it is number 12.

But my question is, does the smaller side has to be against number 13 or other way round? If you get what I mean.
