Yes, that is a voltage regulator. It is in the system to knock
off the high voltage peaks in the AC current wave.
If I remember it is attached to one of the yellow wires in the
harness, and grounded to the frame with the black wire.
There is no power wire exiting from the regulator. It is more
of a ballast/buffer in the system.
It has been years since I have worked on any of my GG electrical
systems, so I an hesitant to make and suggestions.
My feeble guess is the white wire runs the CDI loop and the Yellow
runs the headlight / running light / horn, etc..etc... Depending on
if your bike is an XC or an EC it will power the brake and turn lights.
Sorry I can not be more specific.

White wire is stator full AC output intended to be rectified/regulated for DC battery charging. Would not be connected to anything on your bike.

Yellow wire is stator reduced AC output intended to be regulated for lighting.

The bottom of the windings is chassis/frame ground. Thus you need to work with the yellow and ground to get your lights operating. Follow the yellow wire everywhere and it should wind up at the headlight switch. Comes out of the switch and goes to the LO headlight bulb. Other side of the bulb goes to ground. Engine has to be running for the lights to work.
