Default 48 mm Sachs Oil Level

I am mainly riding an old, sandy MX track which has not been leveled in years. So the track is all whoops.

My Sachs forks tend to bottom out and the front tyre hits the exhaust. Preload is to the max.

How much should/could I raise the oil level so that the forks would be stiffer closer to the full compaction?

Not knowing where you're at now, but assuming that you have correct springs, start at 130mm airgap and decrease by 5mm incrementally.
