PV Allen bolt stuck

I'm trying to take my power valve out to service it and I can't undo the Allen bolt that holds PV lever plate on. Any ideas

Got the PV valve out without taking it off.
On another note the flapper will not come out of the exhaust hole as it said it should in the tech guide, is this normal or do I have a problem (amongst others)

The flapper should come out on the piston side of the port.

Sorry bit confused. Does it come out of the exhaust hole. I have taken the spigot ring off but still can't get it out

Doesn't come out on the spigot side. You want to push it into to cylinder bore side .
