Default arm bolt

Took my powervalve cover off today to check for adjustment and found the bolt that attaches to the arm is very loose,should there be a nut to tighten behind the arm?Also,felt the flapper in the exhaust opening seems loose too,causing my rattle at idle.Is there an exploded view of the PV assy.that I can use,I do not have a manual.Thanks.
