Mine is not cut, just looks like the ribs were sanded off smooth in the center of the lip where it could touch from the factory.

Smear some grease on the top of the filter, install and remove the seat, and you should be able to see the contact area. Any means of trimming plastic should work(dremell, hot knife). Just sand or flame polish it smooth when done.
