I had this problem at one point. Ended up being a bit of carbon in the cylinder where the pv drum rotates. Take the stop bolts out and disconnect the arm. You should be able to now cycle the actuator plate through a full 360 degrees without binding. I found mine would only snag and bind when trying to turn backwards sometimes. If you haven't done it already pull the whole pv assembly out of the cylinder and make sure you clean everything up really nice. Check for burrs on the cylinder and continue until you are certain it cycles back and forwards. Then reconnect it all and enjoy happy times. I replaced all my bearings for good measure on my second top end. It was cheap enough and I was giving the top end a full overhaul anyway.

done it already they are moving perfect it must be the rod or something else ttaking the side cover off again
