Default 2011 starter voltage question

Electric starter hasen't worked on my 2011 gasser since I painted the frame 3 years ago. I figured I messed up my ground somewhere and never messed with it until today. The relay clicks and I have over 13 volts measured at the connection on the starter motor but it doesn't ever try to turn (even when I remove the bendix and it has no load). Also strange is the fact there is 6 volts at the starter even when the starter relay isn't activated. This makes no scense - any help would be much appreciated.

Did you remove the paint on the frame at the engine mounting points?

6v at the starter indicates a voltage "back feed" , probably from the bad ground.
