I would suggest buying an electrical test screwdriver and then fire the bike up disconnect the plug that comes from the lighting ( off the flywheel) and see whether it lights up, if it does then you know that the problem lies somewhere else.

Find out where the bike grounds and clean it up so you know you have a good earth, then you will need to investigate your wiring as a process of elimination.
