Default 2018 300 chain tension

Manual calls for 30-36 mm between chain and swing arm with the bike on the kickstand. This seems very tight to me. If the rear wheel travels up it is tight as a banjo string. Is this measurement right? Has anyone had problems with this?
Is it supposed to be measured from the chain to the top of the chain guard and not the swingarm?
