I'm in Australia so I can't be 100% sure what they came with in the states. Ours here came with everything required for ADR (road legal; lights, blinkers, horn, chain guards, speedo).
The OEM unit is a Gas Gas branded Trail Tech for those years.. I think it was the Vector but could be wrong. Even if it doesn't have one the wiring harness should be plug and play.
