Default to much voltage?

05' ec 300 2k3 ign. puts out 15 to 16 volts at idle. 30 volts before the regulator(if that means anything)
my problem is that I keep blowing bulbs front and rear. the front bulb is a 55watt halogen and the rear is/was an LED
my question: how much is to much?, is my voltage regulator doing it's job?

Yes, bad regulator.
Remember the gas Gas has an AC voltage system.
