Default extra coolant flow??

so I got my cylinder off for a top end. I'm cleaning it up and blowing water off it with compressed air. I notice what I think are two round round port for coolant to flow through on the bottom of the jug. both of these ports are about 1/3 blocked by what looks like a little extra metal from when the jug was cast. looks to be a very thin bit of metal that may have flowed into the opening. so I'm wondering if I should knock it out and open the port to the full amount or seeing how the amount of blockage is about the same in both ports maybe it was cast that way to control flow. anyone know what I'm taking about?? guess I shoud post a pic.

I would be careful grinding on coolant jackets.
If the coolant flows too fast, it will cavitate on the water jacket. This will cause a loss of efficiency in the heat to water transfer.

That looks "engineered" in.
If it was some casting slag, I would eye ball it some more for flow improvements.

those are too uniform to be garbage. are they the same thickness? overflow tends to be thinner and uneven, even flake-able with slight pressure.
