Power valve malfunction

07 ec300. Power valve not working and on closer inspection found that the eliptical collar on the end of the splined shaft that drives it had come loose. Is this coller supposed to be splined to match the shaft? Mine is totally smooth inside so can be placed anywhere on the shaft when tightening the grub screw. What is the proceedure to set the tention on the actuating rod? Any help appreciated.

If your talking about the bellcrank under the side cover, the area that the setscrew contacts was not splined on my bikes. What you want to do is set it up so that there is just barely enough preload on the mechanism to keep the actuator plate in contact with the stop bolt head (under the right side cylinder PV cover). It may take a few tries, and is eaiser with someone helping by forcing the governer assembly square into the case while you make the adjustment. My '03 came with this misadjusted and the PV was floating partially open at idle, causing a flat low end.
