Default Fork oil height

I'm doing a quicky fork oil change

I'm using the progressive fork oil tool

I can't remember how I did it last time ....
IIRC you insert the rod 130 mm (my oil level) down from the top of the tube. spring out and top tube fully compressed any oil above the 130 gets sucked up the rod on the tool

sound right??
