Well it's Italian made hydraulic powervalve adjuster. For example Yammies, Huskies use those because other kind of external adjusters are not available. I use trusty adjustable pw cover.

Its basically an adjustable hydraulic valve to control the rate at which the PV opens. Similar to how a steering damper works.

That will not change the RPM at which the PV starts to open, only the rate at which it does.
