Default Steering stem question

I have a 2011 EC 300. I noticed on the gofasters microfiche, it shows two washers above the top steering stem bearing. My bike only has one. Is there really supposed to be two? If so, why would I need two washers stacked up there? Just curious.

My 2002 EC300 definately had two, I think they are shims.

I had my 2010 model apart recently so I should know this. My memory evades me at the moment though. I think I recall 2 washers being in there. I think..
