Steering stem help

So, I'm putting a 2013 front end on my 2001 EC 300.. and I get the feeling some things aren't right. Looking at the microfiche here

I see part BE20000033012 (number 8 on the diagram). What is it? Is it a critical component? I can fake my way through a top end job and come out fine, but this front end business is beating me up.

Might seem silly, but perhaps someone can tell me.
