Default fuel inside carbi float

Hi I disasembled me Gasser because it runs like it has a banana in the exhaust pipe at low and mid revs.
The carbi float has fuel in it, only one of them up to a quarter of the float.
Would that make it run like its constipated?
The jets were not too bad.
How can I empty the float?

It would allow the fuel level to go too high in the float bowl. It may run too rich.

When the float has fuel in it, it is time to get a new float.
