Default S3 cylinder head bolt question

I bought the S3 head and it came with washers that were about half the thickness as the ones that were on with the OEM head. So I used the old washers and when I was putting the fluid in they started leaking from the bolts. The washers can only be used once? I tried using the thinner washers that came with the S3 but when I tightened the bolts down all the way there was still a gap between the washer and bolt. Am I missing something here?? Why would washers come with it be too small? And if anyone has had this issue what's size bolt did you get to replace the OEM ones?

You need shorter head bolts for the S3 heads.
