Petrol Tank Question 09 EC250

Probably a really dumb question but on my 09 250, when you take the cap off there is a gap down to the neck of the white tank.

Whats the deal? Do I only fill to the top of the white section or can it be filled up all the way to the tank cap?

The tank is a two piece design .
