Default Cylinder Bleeder nipples

I am putting the finishing touches on a rebuild for a friend. One of the bleeder nipples he took off the jug is sealed. It looks like it came this way from the factory. Any idea which side it goes on? Any reason to not drill it out?

They are not really bleeders.

The one that is "plugged" goes on the power valve side. There is actually a calibrated hole in the center of that fitting. Take a small wire and clean it out.

The fitting with the drilled out center, goes on the right side on top of the power valve actuator.
