Default reed spacer?

Hi, could somone explain the idea of having a reed spacer. My ec300 has one fitted and an ec250 I had did not. Do these realy change the performance characteristics of the bike?

corrects the primary comp ratio, ( crankcase volume) relative to the larger displacement on the 300

I recently took it off my 300. It has more hit or comes on the pipe way quicker. I like it and the carb is handier to take on and off.
