Default Front wheel spacers question...

Hi all, just looking at the front wheel axle spacers on my 2004 EC300.

Both spacers look identical, 23mm wide with one straight end and one flared end.

1. Is that correct, they're both the same?

2. The flared ends of the spacers must be on the outside and the straight ends slide inside the seals, that's right isn't it?
