Default Checking for proper power valve operation 2003 EC250

My EC250 seems to be too snappy. Sluggish bottom, then ripping top end. I am thinking I may have a power valve issue as jetting hasn't made any real difference in how the power hits. My MC250 was much smoother from the bottom up (differences include the 5mm carb spacer and FMF versus the Messico on the EC)

In another post I saw someone suggest taking the right side power valve cover off then starting the bike and revving it to see if the power valve is actuating. This a good idea? Any other suggestions?
